BARTON-ON-THE-HEATH PARISH COUNCIL MINUTES
OF AN EXTRAORDINARY GENERAL MEETING
HELD ON THURSDAY 7th SEPTEMBER 2006 AT 6.30 PM
IN THE OLD PAROCHIAL CHURCH SCHOOL
Present Councillors: Brigadier Rickett (Chairman), Lt Col Henderson (Vice Chairman),
Mrs Pelcynski, Mrs Hayman-Joyce, Mr Shipton (Internal Auditor), Captain Castle RN (Hon Treasurer), Mrs Richardson (Clerk).
Members of the Public: Mr Hayman-Joyce, Mr James Coker, Mrs Henderson.

1. The Chairman opened the meeting at 6.30pm.
2. Minutes of the Extraordinary General Meeting and the Annual General Meeting both held on Friday May 19th 2006 at 7.00pm were agreed, signed by the Chairman and witnessed by the Vice Chairman.
3. Matters Arising
A/ The Annual Accounts were once again given unqualified acceptance by the external auditors. The Chairman thanked Captain Castle for this.
B/ Mr Brown of the Parish Church Council thanked the Parish Council for the donation of £391.68.
4. Best Kept Village Competition 2006 The Chairman expressed pleasure at the village once again winning this award in its class.
5. Planning Matters
A/ The planning application 06/02192/FUL. This is to extend the entrance hall at Bakers Farmhouse. The Chairman and Councillors approved this, Mrs Hayman-Joyce (councillor), an interested party, did not vote.
B/ The planning application 06/02337/FUL. This application was on behalf of Mr & Mrs Coker, to build a double garage with an office above and to construct a porch over a door in the main house. Mr Coker was present to describe the project, built in brick and roofed in blue slate. This too had the Council’s approval.
Afternote: This was rescinded after an objection by Mr Julian Mathias, who has recently bought the house next door from the O’Donohues.
6. Any Other Business
A/ The Vice Chairman Lt Col Henderson said the grass verge at Camden Close had been cut up by the Biffa Recycling lorry and he had registered a complaint and awaits a response.
B/ Mr Shipton brought to the Council’s attention that the crown of the oak tree on the village green needs to be raised as it touches the memorial and tall villagers too. This was noted for some attention.
Afternote: The Chairman has spoken to Mr Cathie about this.
C/ The Chairman Brigadier Rickett brought to the Council’s attention that Mrs Graham deserved enormous praise for the village website. As a result of this the village has won the Calor I.T Award.
7. Next Meeting
In view of the Council rescinding their decision at para 5B above another meeting will be convened in the near future.
The next General Meeting will be held on Friday 13th October 2006 at 7.00pm as planned.
