BARTON-ON-THE-HEATH PARISH COUNCIL

MINUTES OF THE ANNUAL GENERAL MEETING

HELD IN THE VILLAGE HALL on 1st June 2012 at 7.30pm

1. Apologies: Brigadier J F Rickett (Chairman), Mrs D Pelczynski

2. The Minutes of the Annual General Meeting on the 27th May 2011 were approved, and the Chairman signed them. Matters arising:

a) The Vice-Chairman said that Mr Hicks had helped him to tidy up the trees on the Little Wolford Road.

3. Accounts for the year ending 1st April 2012.

The Hon Treasurer reported that there had been no transactions between 16 March and 1 April 2012 and he asked the Council to approve the End of Year Statement for submitting with the external audit as it was unchanged since the last meeting.

The Statement was approved, showing that £838.17 was available to the Council to start the new financial year.

The Hon Treasurer then presented the Audit Commission Annual Return form. He reported that the Internal Auditor had checked and approved the return and that the Council now needed to complete the Annual Governance Statement. He read out each of the 8 questions which the Council considered and agreed. The Chairman and Clerk then signed the Return.

He then gave a brief summary of his written report which accompanies the return. He had reported on the exchange of correspondence with Stratford over the treatment of grass cutting expenses and the decision to continue to use a more expensive private contractor. He had also informed the External auditor that the Council had moved its bank account to HSBC.

The Council approved the despatch of the Return.

5. Council Officers’ Expenses – none reported.

6. Election of Chairman for 2012-2013: Brigadier J F Rickett was re-elected.

7. Election of Vice-Chairman for 2012-2013: Lt Col J B Henderson was re-elected.

8. Appointment of Parish Clerk for 2012-2013: Mrs H Seymour-Smith was re-appointed.

9. Appointment of Honorary Treasurer for 2012-2013: Capt J Castle was re-appointed.

10. Appointment of Internal Auditor for 2012-2013: Mr J Shipton was re-appointed.

11.Any Other Business – none.

12.Date of next Annual General Meeting: Friday 7th June 2013
